The New Vegas Strip and Freeside were meant to be whole zones by themselves. E3 2010 showed of the whole Strip, and it is also rendered that way in the intro cinematic. Freeside was a single massive zone, including a number of generic NPCs like beggars and pickpockets.

The coc command doesn't work for all locations in the game; it's also fairly heavy on lower-end systems and can cause freezing. Several Fallout 3 console commands remain the same, e.g. player.modav carryweight. Refer to these commands here. Whatever the override is is what you typed in, most likely, and you can just reverse it by reëntering the command using the same value but negative.
